ACS element text (the applicant demonstrates understanding of)

If not anchoring, approach the dock/mooring buoy or beach/ramp in the proper direction and at a safe speed, considering water depth, tide, current, and wind.

Bottom line

Water rudders should be down for directional control while approaching the ramp, and raised after the seaplane hits the ramp. If the wind is blowing directly toward the shore, it is possible to approach the ramp downwind with enough speed to maintain control. Concrete boat ramps are generally not suitable for seaplanes.
