ACS element text (the applicant demonstrates understanding of)

Selection of runway based on pilot capability, airplane performance and limitations, available distance, and wind.

Bottom line

Takeoffs and landings become more hazardous when the calculated performance approaches the available runway length. Upslope or tailwinds on takeoff require greater acceleration than normal and, under some circumstances, prevent takeoff entirely. The minimum distances required for takeoff and landing must fall within the applicable declared distances before the pilot can accept that runway.
