ACS element text (the applicant demonstrates understanding of)

Comply with airport/taxiway markings, signals, and air traffic control (ATC) clearances and instructions.

Bottom line

Pilots operating from a towered airport are required to maintain two-way radio communication with ATC and to acknowledge and comply with their instructions. Approval must be obtained prior to moving an aircraft or vehicle onto the movement area during the hours an Airport Traffic Control Tower is in operation. At a towered airport, runway hold markings should never be crossed without explicit ATC instructions.
