Establish the manufacturer's recommended airspeed; or if one is not available, an airspeed not to exceed maneuvering speed (VA).
Bottom line
Full application of pitch, roll, or yaw controls should be confined to speeds below the maneuvering speed. VA is the maximum speed at which the positive design load limit can be imposed either by gusts or full one-sided deflection with one control surface without causing structural damage.
