ACS element text (the applicant demonstrates understanding of)

Selection of a runway, or runway intersection, based on aircraft limitations, available distance, surface conditions, and wind.

Bottom line

Prior to takeoff, the multiengine pilot should ensure that the weight and balance limitations have been observed, the runway length is adequate, and the normal flightpath clears obstacles and terrain. Ensure that runways are adequate in length for takeoff acceleration and landing deceleration when less than ideal surface conditions are being reported.
