ACS element text (the applicant demonstrates understanding of)

Appropriate aircraft configuration and power setting for takeoff and climb.

Bottom line

VX is the best angle-of-climb speed, the airspeed at which an airplane gains the greatest altitude in a given distance. VY is the best rate-of-climb speed, providing the most altitude gain in a given period of time. Both maximum rate-of-climb and maximum angle-of-climb profiles use the aircraft's maximum throttle setting.
