Maintain manufacturer’s published approach airspeed or in its absence not more than 1.3 VSO, +10/-5 knots with gust factor applied.
Bottom line
The final approach should be made with power and at a speed recommended by the manufacturer. For seaplane landings, the pilot uses flaps, throttle, and pitch to control the glidepath and establish a stabilized approach at the recommended approach airspeed. A reduction in power too early can result in a hard landing, airplane damage, or loss of control.
