Configure the airplane in accordance with the manufacturer’s recommendations, in the absence of the manufacturer’s recommendations, then at safe single-engine speed (VSSE/VYSE), as appropriate, and: g. Power on operating engine set to takeoff or maximum available power

Bottom line

VMC increases as power is increased on the operating engine. With normally aspirated engines, VMC is highest at takeoff power and sea level, and decreases with altitude.
