c. Cowl flaps set for takeoff

ACS element text (the applicant demonstrates understanding of)

Configure the airplane in accordance with the manufacturer’s recommendations, in the absence of the manufacturer’s recommendations, then at safe single-engine speed (VSSE/VYSE), as appropriate, and: c. Cowl flaps set for takeoff

Bottom line

For Vmc determination under current 14 CFR Part 23 small airplane certification rules, wing and cowl flaps are in the takeoff position. For best single-engine rate of climb at Vyse, cowl flaps are set as required for engine cooling. No intentional engine failure in flight should ever be performed below VSSE.
