ACS element text (the applicant demonstrates understanding of)

Deicing and anti-icing procedures, holdover times, and pre-takeoff contamination check.

Bottom line

Anti-icing equipment is provided to prevent ice from forming on certain protected surfaces. Having anti-icing and deicing equipment installed does not necessarily mean the airplane is approved for flight in icing conditions. Frost, ice, or snow adhering to the aircraft on the ground, if not removed, can be a hazard.
