Bottom line

During low visibility conditions, all resources available should be used during taxi, including the airport diagram, the heading indicators, airport signs, markings, and lighting. During low visibility operations, brief the requirements and special considerations, such as the low visibility taxi chart, if published for the airport. During low visibility conditions, it is extremely important that pilots perform all heads-down tasks while the aircraft is stopped so they can maintain outside vigilance and situational awareness.
