Personnel, vehicles, vessels, foreign object debris, and other aircraft in the vicinity...
Personnel, vehicles, vessels, foreign object debris, and other aircraft in the vicinity during powerplant start.
Bottom line
Due to the design and function of a turbine engine's air inlet, the possibility of ingestion of debris always exists, causing significant damage, particularly to the compressor and turbine sections. Even at idle, jet engines are a threat: enough air is being sucked into the intake to pull a nearby person into the fan, and the exhaust air is hot and moving fast enough to blow a person down. Prevention of FOD is a high priority, and preflight procedures include a visual inspection for any sign of FOD.
